This is so that September call ups can get 30 ABs without sacrificing ROY the next year. It also may now be based on "days of service," which comes into play when deciding things like who needs to be on the 40-man roster, etc.<BR/><BR/>But, bottom line: Lincecum never pitched in MLB before 2007, thus he was definitely a rookie.
